Emergency Opioid Antagonist Access Bystander

Program. The Guam Behavioral Health & Wellness Center shall establish the emergency opioid antagonist access bystander program, which shall involve:

(a)establishing one

(1)or more publicly accessible emergency opioid antagonist locations within the island;

(b)determining the potential location or locations of publicly accessible emergency opioid antagonists;

(c)monitoring the use of such publicly accessible emergency opioid antagonist locations;

(d)creating and distributing opioid overdose response toolkits, including an emergency opioid antagonist for distribution to participating private businesses to be kept onsite; and

(e)researching and applying for additional funding through the federal government or private entities, or both.
