Service of Accusation: Means

The accusation and all accompanying papers may be sent to respondent by any means selected by the agency. But unless the respondent has been served personally or by registered mail or by leaving a copy of the accusation and accompanying papers at his usual place of residence, or at his place of business, with some person of suitable age and discretion residing or working therein, or he shall have filed a notice of defense or otherwise appeared, the agency shall not make an order affecting adversely any rights of the respondent. Service may be proved in the manner authorized in civil actions. Service by registered mail shall be effective if a statute or agency regulation requires respondent to file his address with the agency and to notify the agency of any change, and if a registered letter containing the accusation and accompanying papers is mailed, addressed to respondent at the latest COL11282017 CH. 9 ADMINISTRATIVE ADJUDICATION LAW address on file with the agency. Service shall be made by any officer or employee of the agency or may be made by any person age eighteen
