5 GCA § 9102

View official PDF ↗The word agency whenever used in this Chapter, shall mean and include any board, commission, department, division, bureau or officer of the territory of Guam authorized by law to make rules or adjudicate contested cases. Agency does not include any entity in the legislative and judicial branches and for the purposes of establishing charges of utility services, it does not include the Guam Power Authority or the Guam Waterworks Authority.
