In order to effect a transition, the staff employed by the Insular Arts Council on the effective date of this Chapter may remain in their positions as unclassified personnel for ninety

(90)days. During the ninety

(90)day period, if they qualify, they may become classified employees in accordance with law and the rules of the Director of Administration.
