Inapplicability of § 4113 and § 4114

Leon Guerrero Commercial Port, Guam Housing and Urban Renewal Authority, Guam Housing Corporation, A. B. Won Pat International Airport Authority Guam, and Guam Economic Development and Commerce Authority.
