Commission Duties and Responsibilities
View official PDF ↗The Commission shall have the authority to:
(a)Manage, operate, and maintain the collection, warehousing, and timely dissemination of criminal justice information to departments, agencies, and instrumentalities of the Government of Guam as authorized by the Commission.
(b)Develop and maintain a process to determine if and how changes to existing criminal justice applications impact the CJIS. Changes to criminal justice applications, databases, platforms or business processes that have an impact on the integrated network must be coordinated through and approved by the Commission.
(c)Develop appropriate policies to address privacy and civil liberty concerns related to the sharing of data, data management, and retention.
(d)Recommend any legislation necessary for the implementation, operation and maintenance of the CJIS.
(e)Develop and adopt rules and procedures to govern its conduct and operations, and to provide for data integrity, consistency, and interoperability amongst all information technology platforms. The rules and procedures shall include, but are not limited to, policies which support seamless data sharing, regular implementation of technology updates, and robust cybersecurity measures.
(f)Perform all functions necessary to carry out the duties of this Chapter.
(g)Submit a written report no later than May 1st of each year to I Maga’hågan/Maga’låhen Guåhan and the Speaker of I Liheslaturan Guåhan summarizing the Commission’s activities, accomplishments, challenges, and plans to enhance interagency collaboration and improve the integration of Guam’s criminal justice information systems. The report shall also include information CH. 16 CRIMINAL JUSTICE AUTOMATION COMMISSION regarding associated costs and interagency agreements related to criminal justice data-sharing infrastructure. ----------
