There is created within the Office of I Maga’håga/Maga’låhi, the Bureau of Plans and Statistics (the Bureau), which shall provide technical assistance, support and planning information to the Bureau and assist the Bureau in its effort to integrate and coordinate all levels of development planning throughout the government of Guam. The administrator of the Bureau, who shall be designated Director of Planning (the Director), shall be appointed by I Maga’håga/Maga’låhi with the consent of I Liheslatura, and shall be a person who, as a result of training, experience and attainments, is exceptionally well-qualified to analyze and interpret development trends and information of all kinds, to appraise and coordinate planning programs and supervise the execution of the responsibilities of the Bureau in accordance with the policies set forth in this Chapter. The Director shall be responsible for the administration of this Chapter and shall supervise the staff of the Bureau which, in addition to its regular duties, shall serve the Bureau.
