Temporary Assignments

(a)No employee shall be temporarily assigned or detailed to a position nor shall the employee assume the duties and responsibilities of a position other than the one to which he has been appointed for a period in excess of ninety

(90)days unless the appointing authority obtains an exemption upon written application to the Director of Administration, which exemption shall not extend beyond an additional ninety

(1)No exemption shall be granted to the ninety

(90)day detail limitation except upon express approval by the Director of Administration and except that the Department of Education is provided an extended time period in the temporary assignment of school principals and assistant school principals as follows: Department employees temporarily assigned to the position of school principal or assistant school principal shall not assume the duties and responsibilities of a position other than the one to which he or she has been appointed for a period in excess of three hundred sixty

(360)days, provided that there are no qualified applicants for those positions and unless the appointing authority obtains an exemption upon written application to the Director of Administration, which exemption shall not extend beyond an additional three hundred sixty

(360)days.

(2)No exemption shall be granted to the Department on the three hundred sixty

(360)days limitation except upon approval by the Director of Administration, provided, however, that no further temporary assignment to the same position shall be allowed beyond a total of seven hundred twenty

(720)days, unless extraordinary extenuating circumstances as found by the Director of Administration, justify further temporary assignment to such position.

(c)In any such temporary assignments, the assignee shall suffer no loss of pay while so assigned.

(d)The Speaker of I Liheslaturan Guåhan shall be given a notice of all temporary assignments within forty-eight

(48)hours of such temporary assignment.
