Protection of Employee’s Suggestion, Idea, Invention or Design
View official PDF ↗(a)All suggestions, ideas, inventions or designs will be certified upon receipt, reviewed for originality and assigned an identification number. Suggestions, ideas, inventions or designs which have been previously implemented or suggested at other localities, agencies, private or public sectors, are not considered original ideas and shall not be eligible for cash awards, even though the suggestion, idea, invention or design has never been submitted or implemented in the government of Guam.
(b)Suggestions, ideas, inventions or designs previously implemented or suggested at other localities, agencies, private or public, but, with major modification by the suggestor to suit a government of Guam operation resulting in savings to the government of Guam, may warrant a cash award of not more than three percent (3%) of the total savings to the government.
(c)An audit shall be conducted by the Chief Public Auditor for regulatory compliance, fairness in awards, and for any other appropriate reason, at least once every two
(2)years or upon request by the Director of Administration.
