Settlement of Disputes
View official PDF ↗Procedures for the settlement of disputes between management officials and employee organizations or among employee organizations, concerning the appropriateness of employee units for exclusive recognition purposes or concerning the right of an employee organization to receive exclusive recognition, shall be issued by the Governor of Guam. Such procedures shall provide, as a final step in dispute settlements where necessary:
(a)advisory arbitration by a qualified nongovernmental neutral party; and
(b)acceptance or rejection of advisory arbitration decisions by the Governor or his designee; and COL1172018 CH. 10 PUBLIC EMPLOYEE-MANAGEMENT RELATIONS ACT
(c)the cost of arbitration to be shared equally between the Government and the employee organizations involved.
