The Election Commission shall submit the referendum to the electors, after certification, at the next general election held at least ninety

(90)days after it qualifies, or, in a Guam at-large special election held at least ninety

(90)days after certification; provided, however, that I Maga’låhen Guåhan or I Liheslaturan Guåhan may call a special election for the purpose of having the voters vote on a referendum measure.
