If an initiative measure is not approved by more than sixty percent (60%) of the voters in any election, no initiative measure proposing a 07312013 CH. 16 INITIATIVE, REFERNDUM AND LEGISLATIVE SUBMISSION substantially similar or substantially related subject shall be submitted to voters for at least ten

(10)years after the date of such election.
