Preparation of Ballot Title by Election Commission
View official PDF ↗The Election Commission shall provide a ballot title for each initiative, referendum or legislative submission to be submitted to the voters within ten
(10)days after the measure is certified for a position on the ballot, and publish said title once a week for three
(3)consecutive weeks in a newspaper of general circulation on Guam. The ballot title may differ from the legislative or other title of the measure, and shall express the purpose of the measure in not more than one hundred
(100)words. The Election Commission shall give a true and impartial statement of the purpose of the measure in such language that the ballot title shall not be an argument, or likely to create prejudice either for or against the measure.
