(a)The building official shall inspect or cause to be inspected from time to time during the progress of work thereon, all buildings or structures for work on which a building permit has been issued and is outstanding. A record shall be made of every inspection and of all violations of the provisions of this Chapter as discovered by such inspection and of other applicable laws, rules and regulations.

(b)The Director of Public Works shall promulgate rules and regulations concerning the required inspections, reinspection and COL9/7/2021 CH. 66 BUILDING LAW special inspection. Promulgation of these rules and regulations shall be done in accordance with § 66116(a) and the Administrative Adjudication Law.

(c)The Director of Public Works shall require inspection of an elevator by an official inspector each time the derailment of a counterweight is indicated by the appropriate detection device. Such inspection shall be performed before the elevator may be returned to service.

(d)Inspections: general. All construction or work for which a permit is required shall be subject to inspection by the building official and all such construction or work shall remain accessible and exposed for inspection purposes until approved by the building official. In addition, certain types of construction shall have continuous inspection as specified in Sections 305, 306 and 307 of the 1991 edition of the Uniform Building Code promulgated by the International Conference of Building Officials (the “UBC”), or its equivalent in the 2009 International Building Code and related codes, which sections are hereby incorporated by reference in the Building Law of Guam, except that subsections

(d)and

(e)of subparagraph

(c)of said Section 306 of the UBC, or its equivalent in the 2009 International Building Code and related codes, permitting the waiver of special inspections, and periodic special inspections, respectively, are not included in the incorporation of such section in the Building Law of Guam and shall not be so incorporated except by specific statute.
