Purpose; Rules and Regulations
View official PDF ↗(a)The provisions of this Chapter are designed to set forth the standards of safety, strength, sanitation and fire resistance and the express approval of certain materials, methods, devices or equipment which will satisfy these same standards.
(b)In furtherance of the intent of subsection
(a)of this section the Director of Public Works may formulate and promulgate, and may amend or repeal regulations supplementary to and not inconsistent with the provisions of this and other applicable Federal and territorial laws. Said regulations shall have the force and effect of law and shall be concerned with the uses of alternate materials, methods, devices, equipment and tests which are deemed acceptable as meeting the standards established by or pursuant to this Chapter; and with such other matters as the Director of Public Works may, from time to time, deem necessary in order to effectuate the express purposes of this Chapter. It is the intent of this section that the standards of the governmental agencies and recognized national technical organizations listed in this Chapter shall serve as a guide in prescribing regulations promulgated pursuant to this Chapter.
