Application Requirements

(a)All proposed developments under this Act must comply with relevant permitting requirements administered by the Application Review Committee

(ARC)and the Guam Land Use Commission

(GLUC)prior to issuance of final development approvals.

(b)Developers must obtain a resolution from the Mayor of the impacted municipality confirming that community engagement has occurred. The Mayor may convene a single Municipal Planning Council

(MPC)meeting, held on the same day as the Department of Land Management’s municipal public hearing, for the purposes of soliciting community input and adopting a resolution of support. CH. 61 ZONING LAW OF GUAM

(c)The Mayor’s resolution, reflecting MPC participation, shall be transmitted to DLM and appended to the application file. The Mayor and MPC may submit additional comments to the GLUC during final ARC and GLUC review proceedings. This process shall not preclude additional community engagement during the subsequent GLUC approval stages.
