Purpose

The purpose of this Subarticle is to allow homeowners to construct residential accessory dwelling units

(ADUs)on the same lot as a single-family home located in residential (R1, R2) and A zones to encourage, accommodate and regulate the construction of accessory dwelling units, increase the number of affordable rental units and alleviate the housing shortage on Guam, and to establish land use standards for ADUs also referred to as second units, in-law units, casitas, or ohana dwelling units. Allowing the construction of ADUs permits adult relatives to enjoy independent living separate from the occupants of the main home. It is intended to be an affordable alternative to assisted living and other senior home businesses that are not yet available on a scale to meet the demands of Guam’s aging population.
