Any unmarried person of the age of eighteen

(18)years or older, and not otherwise disqualified, is capable of consenting to and consummating COL1312018 CH. 3 CONTRACT OF MARRIAGE marriage; provided, that any person under the age of eighteen

(18)years and over the age of sixteen

(16)years, with the consent in writing of the parents of the person under age, or one of such parents, or of his or her guardian, where such written consent is filed with the Director of Administration, as provided in § 3202 of this Title, is capable of consenting to and consummating marriage.
