In assessing the Territory's potential for economic growth and stability, the Legislature places great importance on the island's most valued asset its human resources. Among local constraints for economic growth, however, is the long-standing problem of an underskilled labor force, a consequence of poor manpower development systems. (25)years of age, literate and highly trainable, the Legislature finds an urgency in the restructuring of summer COL120106 CH. 21 SUMMER EMPLOYMENT AND TRAINING PROGRAMS FOR YOUTH youth employment and job training programs designed to meet the occupational training needs of this segment of Guam's current and future labor force. It is therefore the declared purpose of this Chapter, to establish a comprehensive program for summer employment and training programs to assist youth to develop their maximum occupational potential and to afford job training opportunities that will lead to productive career development and employment.
