Legislative Intent

In assessing the Territory's potential for economic growth and stability, the Legislature places great importance on the island's most valued asset its human resources. Among local constraints for economic growth, however, is the long-standing problem of an underskilled labor force, a consequence of poor manpower development systems. It is therefore the declared purpose of this Chapter, to establish a comprehensive program for summer employment and training programs to assist youth to develop their maximum occupational potential and to afford job training opportunities that will lead to productive career development and employment.
