DISID, with the assistance and advice of the State Rehabilitation Council, after consultation with the property managers of public buildings or public facilities, within six

(6)months upon the enactment of this Act, shall adopt rules and regulations necessary for the implementation of this Article, and any further amendments thereof shall follow the Administrative Adjudication Law, 5 GCA § 9100 et seq.
