Findings and Purpose

The Legislature finds, that there is a critical need for employment of additional nurses each year resulting in an everincreasing financial burden upon the government of Guam in meeting its obligation to maintain a modern system of health care, that the problem is made more acute by an increasing shortage of adequately trained local nurses, and that the Government has thus failed in its efforts to induce adequate numbers of local students to seek a career in nursing.
