Students entitled to awards pursuant to this Article shall receive the following benefits:

(a)payment of tuition and fees up to Ten Thousand Dollars ($10,000) per year, to be determined by the Board of Regents.

(b)an annual grant loan of not more than Ten Thousand Dollars ($10,000) per year to be used for room and board, books and educational supplies, to be determined by the Board of Regents. Such grant loans are to be noninterest bearing, except as to unpaid delinquent amounts; and

(c)cost of an economy, one (1)-way airfare to the school of attendance, and the cost of an economy, one (1)way airfare to return to Guam upon completion of studies for which an award was given under this Article.
