Assistance from Federal Government and Others

The Director, subject to approval of the President of the University, is authorized to enter into agreements with the Federal Government and its agencies and private foundations and international agencies to receive assistance of all kinds for the achievement of its objectives; provided, however, that the Director shall not enter into any agreement which requires the utilization or expenditure of local matching funds without the concurrence of the Legislature, which concurrence shall be in the form of a resolution duly adopted by the Legislature.
