Joint Meetings

(a)The Legislature finds that there is need for the governing boards of Guam's educational institutions to communicate and discuss in joint open meetings those educational concerns that touch on all bodies, and that by requiring a minimum number of Joint Board meetings the board members will have the opportunity to consider and decide approaches by which educational issues and problems can be most efficiently solved.

(b)The Board of Regents of the University of Guam, the District Boards of Education and the Board of Trustees of the Guam Community College shall hold at least two

(2)joint open meetings per year for the purpose of coordinating their activities and facilitating the solution of problems of mutual concern. The joint meetings shall be held in September and in January of each year on dates and places determined by the chairman of the joint meeting. Other joint meetings may be held at other times as determined by the joint boards.

(c)A majority of the members of the Board of Regents of the University of Guam, the District Board of Education and the Board of Trustees of the Guam Community College shall constitute a quorum for the transaction of the joint meeting business.

(d)The Chairman of the Board of Regents of the University of Guam, the Chairman of the District Boards of Education and the Chairman of the Board of Trustees of the Guam Community College shall serve alternately, insofar as possible, as Joint Meeting Chairman, beginning with the Chairman of the Board of Regents.

(e)Minutes of meetings of these board shall be transmitted within seven

(7)calendar days to the Governor and to the Legislature by the Chairman of the meeting who in the letter of transmittal thereof shall list COL120106 CH. 16A JOINT EDUCATIONAL BOARD MEETINGS those matters of concern to the boards which require action of the Governor and the Legislature.
