Truck Enforcement Screening Station (TESS)

Facility Fund. Notwithstanding any law to the contrary, a revolving fund, designated as the TESS Facility Fund (Fund), shall be established separate and apart from other funds of the government of Guam, and separate records shall be kept therefore. The Director of Public Works shall administer the Fund and shall issue vouchers properly certifying the use of the Fund’s monies. The DPW Director is authorized to use revenues in the Fund and any interest derived therefrom for the operation and maintenance of the TESS Facility, or to establish, operate and maintain similar compliance facilities or programs.
