International Reciprocity Agreements

(a)I Maga’håga/Maga’låhi Guåhan may enter into reciprocity agreements with the appropriate authorities of any foreign country to allow holders of valid driver’s licenses issued by such countries to exchange their licenses for a Guam driver’s license of an equivalent class. Reciprocity agreements shall only be entered into with countries that maintain an official diplomatic or consular presence in Guam or the United States, or whose licensing systems can be verified through internationally recognized certification mechanisms. However, I Maga’håga/Maga’låhi shall not negotiate or enter into a reciprocal agreement with a country that is listed as a state sponsor of terrorism as determined by the Secretary of State of the United States, or designated by the U.S. Department of Homeland Security or State Department as a country of particular concern for national security or public safety.

(b)Guam license holders may be permitted to exchange their Guam driver’s licenses for a foreign driver’s license with the Department of Revenue and Taxation’s Driver’s License Examination Branch (“Department”) under equivalent conditions, subject to the laws of the respective foreign country.

(c)Any driver’s license issued pursuant to a reciprocity agreement shall comply with the requirements of the REAL ID Act if it is to be used for federal identification purposes.

(d)If a foreign license does not meet the identity verification and security standards required under the REAL ID Act, the Department may issue a non-REAL ID compliant driver’s license marked as “Not for Federal Identification.
