Issue and Service of Citation

The citation referred to in Section 3411 of this Title may be issued by the Clerk of the Superior Court of Guam upon the application of any party, without an order of the Superior Court of Guam, except in cases in which such order is expressly required by law. The citation shall be served in the same manner as a summons in a civil action, and when no other time is specifically prescribed by law, it must be served at least five

(5)calendar days before the return day thereof.
