For the purpose of discovering violations of this Act or securing information lawfully required by him hereunder, the Administrator may at any time investigate the loans and business and examine the books, accounts, records and files used therein, of every licensee. For such COL120106 CH. 3 LOANS purpose the Administrator shall have free access to the offices and places of business, books, accounts, papers, records, files, safes and vaults of the licensee. If the licensee's books and records are located outside this Territory the lender shall either make them available to the Administrator at a convenient location within this Territory or pay the reasonable and necessary expenses for the Administrator or his representative to examine them at the place where they are maintained. The Administrator may require the attendance of and examine under oath all persons whose testimony he may require relative to such loans or such business, and in such cases the Administrator shall have power to administer oaths to all persons called as witnesses.
