Authority’s Receipt of Damage Claims Awards. Upon determination of the adverse economic impact and damage done private landowners and the government of Guam resulting from long term loss of use due to unduly restricted access and the maintenance of unsafe land polluting dumps, the Authority is authorized and directed to seek recovery of land, public rights in land, and all costs due private landowners and the government of Guam. The money proceeds of this recovery attributable to damage or loss of use of land belonging to the government of Guam, if any, are earmarked for the Authority’s development of parkland, beach and public amenities at Lot No. P04.1.
