Rental Priorities

The Board of Commissioners of Guam Housing and Urban Renewal Authority, within the administrative powers conferred upon it by this Article and insofar as it shall be consistent with any supervening Federal law, shall develop a set of priorities in accordance with the COL4122017 CH. 5 GUAM HOUSING AND URBAN RENEWAL AUTHORITY Administrative Adjudication Act for the rental of the low income housing units which shall favor tenancy first by residents of the individual communities at the time of the enactment of this Act and secondly by former residents at the time of the enactment of this Act. The specific purpose of the priorities set forth is to encourage the maintenance of family units indigenous to the communities so that there will be no further weakening of the culturally valuable phenomenon of the "extended family."
