Construction With Other Laws

(a)Insofar as the provisions of this Article are inconsistent with the provisions of any other law, the provisions of this Article shall be controlling; and in particular but not by way of limitation, except as may be provided in this Article, no provision of any law with respect to the receipt or disbursement of funds by agencies or instrumentalities of the COL4122017 CH. 5 GUAM HOUSING AND URBAN RENEWAL AUTHORITY government of Guam or employment of personnel, shall be applicable to the Authority unless the Legislature shall specifically so state; provided, however, that the Authority may utilize in its operations the procedures and facilities provided by any such law or by the executive agencies of the government of Guam.

(b)The provisions of Title 5 GCA shall be applicable to the Authority except when requirements of federal law with respect to the expenditure of federal funds are inconsistent with the provisions of Title VII-A and under such conditions federal law shall control.
