Creation; Number, Composition and Appointment of

(a)The Guam Unarmed Combat Commission, consisting of seven
(7)members appointed by I Maga’lahi and subject to confirmation by I Liheslaturan Guåhan, is hereby created within the Department of Revenue and Taxation. Commission members shall serve for a term of four
(4)years. The seven
(7)member Commission, at least two
(2)being female, shall be constituted as follows: two
(2)members of the general public, two
(2)members with a background in the sport of boxing, two
(2)members with a background in the sport of mixed martial arts, and one
(1)member with a background in the visitor industry in the area of sports tourism. The Director of the Department of Revenue and Taxation, the Director of the Department of Parks and Recreation and the Chairman of the Medical Advisory Board, as provided in § 7200, shall serve as Ex-Officio Members. If the position of a member is vacated, I Maga’lahi shall appoint a qualified person to replace the member for the remainder of the unexpired term.
(b)Four
(4)members of the Commission constitute a quorum for the exercise of the authority conferred upon the Commission, and a concurrence of at least four
(4)of the members is necessary to render a choice or a decision by the Commission.
(c)A member shall not at any time during his service as a member COL 03072011 CH. 7 GUAM UNARMED COMBAT COMMISSION ACT OF 2009 of the Commission promote or sponsor any contest or exhibition of unarmed combat, or combination of those events, or have any financial interest in the promotion or sponsorship of those contests or exhibitions.
(d)The Commission shall meet at least quarterly but may meet as often as the duties of such Commission require.
