Upon the filing of a sworn written report with the Administrator by an inspector setting forth grounds for the suspension or revocation of a license, the Administrator may temporarily suspend any license pending a regular hearing by the Board. No temporary suspension by the Administrator shall exceed fortyeight

(48)hours. The Administrator shall upon temporarily suspending a license immediately notify the Board in writing of his action and transmit to the Board the report of the inspector, including the names of all the witnesses.
