View official PDF ↗(a)If a protest is received from any person entitled to protest, other than the Administrator, and is received within ten
(10)days after the first publication of notice of the applicant’s application in a newspaper of general circulation in Guam, the Board shall not issue a license until after a hearing on the protest.
(b)If the protest is received after a license is issued the Board shall treat it as an accusation.
