No Payment to Those Assisting Applicants

No person may charge any fee or collect any commission for assisting an applicant for such bonus to prove eligibility or obtain the bonus. Any contract in violation of this Section shall be void, and any person who shall collect any fee or commission in violation of this Section shall be guilty of a misdemeanor punishable by a fine of not to exceed Five Hundred Dollars ($500.00), or by imprisonment for not to exceed six

(6)months, or by both such fine and imprisonment.
