Rates for Services. The Authority shall apply to the Public Utilities Commission

(PUC)for establishment of its rates for its services including, but not limited to:

(a)Operating Costs:

(1)Layon Landfill

(2)Commercial Transfer Stations

(3)Retail Transfer Stations

(4)Residential Trash Collection

(5)Bulky and Metallic Waste collection

(6)Recycling

(7)Customer Service and Education

(8)Equipment Maintenance

(9)Household Hazardous Waste

(10)Administration

(b)Reserve Fund Costs:

(1)Debt Service

(2)Equipment Replacement

(3)New Cell Development

(4)Closure of Cells

(5)Post Closure Care
