GSWA Customer Assistance Program

(a)GSWA shall establish a Customer Assistance program, pursuant to rules and regulations promulgated through the Administrative Adjudication Law (Chapter 9, Title 5, Guam Code Annotated), to provide financial assistance to eligible ratepayers that shall be funded through Legislative appropriation, grants, or other external subsidy. Ratepayer revenue shall not be used by GSWA without the express prior approval of the Public Utilities Commission (PUC).

(b)The Guam Solid Waste Authority shall establish income eligibility standards for a residential ratepayer to receive financial assistance under this Section that includes providing discounts to low-income customers. Individuals who are eligible or receiving assistance through any one

(1)of the following may be eligible for the customer assistance program:

(1)Supplemental Nutrition Assistance Program

(SNAP)or food stamps;

(2)Medicaid; or

(3)Special Supplemental Nutrition Program for Women, Infants, and Children

(WIC)benefits.
