(a)There is hereby created a Guam Environmental Protection Agency, hereinafter referred to as the Agency. The management of the Agency shall be vested in a Board of Directors consisting of nine

(9)members to be appointed by I Maga’håga/Maga’låhi with the advice and consent of I Liheslatura. Members of the Board shall serve for a period of three

(3)years each, except that any member appointed to fill a vacancy prior to the expiration of the term for which his predecessor was appointed, shall be CH 45 GUAM ENVIRONMENTAL PROTECTION AGENCY ACT appointed for the remainder of such term. The terms shall stagger so that three

(3)members shall be appointed by I Maga’håga/Maga’låhi each year, except that in the year in which the law is enacted, I Maga’håga/Maga’låhi shall appoint three

(3)members for one

(1)year; three

(3)members for two

(2)years; and three

(3)members for three

(3)years. The majority of the members of the Board shall not be employees of the government of Guam. A chairman shall be elected from among the members.

(b)Members of the Board shall be compensated at the rate of Fifty Dollars ($50) per meeting attended subject to a maximum of twenty

(20)meetings per member per year.
