International and Interstate Carriers

All planes, ships, vessels, vehicles and other modes of transportation utilized in international and interstate commerce which enter the territory of Guam shall be subject to the provisions of this Chapter. The captain, master, commander or person in charge of said plane, ship, vessel, vehicle or other COL120106 CH. 39 WASTEWATER AND TOILETS mode of transportation is liable for any violation of this Chapter or Chapter 48 of this Title.
