The government of Guam recognizes its responsibility to foster culture and the arts and the necessity for the development of the arts, beginning with our young children and throughout the community. I Liheslatura declares it to be policy that a portion of appropriations for capital expenditures for public buildings be set aside for the acquisition of works of art to be used in such buildings and in any buildings intended for use of the general public to the extent that the construction or improvement of such non-public buildings is supported by either federal or government of Guam tax incentives or other subsidy arrangement.
