Application of Federal Law and Cooperative Agreement Between Local and Federal

Enforcement Agencies. Unless there is a positive conflict between this Act and the Federal Drug Abuse Prevention and Control Act so that the two

(2)cannot consistently stand together, the U.S. Congress has provided (21 U.S.C. § 901) that there is no intent on the part of Congress to occupy the field in which that provision operates, including criminal penalties to the exclusion of any state or territorial law on the same subject matter which would otherwise be within the authority of the state or territory. It is I Liheslaturan Guåhan’s intent that local agencies charged by I Maga’håga/Maga’låhi with the enforcement of this Act, shall cooperate to the fullest extent with any Federal agency charged with enforcement of the Federal Act, (21 USC Chapter 13).
