Manufacture or Distribution for Purposes of Unlawful Importation

It shall be unlawful and punishable, as a felony of the first degree, for any person to manufacture or distribute a controlled substance listed in Schedule I or II of this Act:

(a)intending that such substance be unlawfully imported into Guam; or

(b)knowing that such substance will be unlawfully imported into Guam. This Section is intended to reach acts of manufacture or of distribution committed outside the territorial jurisdiction of Guam. The Superior Court of Guam shall have jurisdiction over persons violating provisions of this Article.
