Limitation on Encumbrances

The Government shall not create, or permit the creation of, any pledge, lien, charge or other encumbrance upon the Revenues or other assets pledged or assigned under this Indenture while any of the Bonds are Outstanding, except the pledge and assignment created by this Indenture or any encumbrance subordinate to the pledge and assignment created hereby, and shall not issue any bonds secured by such pledge and assignment other than the Bonds; provided that the Government may grant to any Credit Provider a lien on the Revenues and other assets pledged hereby, which shall be subordinate in all respects to the pledge of this Indenture. Subject to this limitation, the Government expressly reserves the right to enter into one or more other indentures for any of its governmental purposes, and reserves the right to issue other obligations for such purposes.
