Meetings of the Board

Meetings of the Board shall be held once a month at a regular time and place as determined by the Board, except that special meetings may be called by the Chairman, or by a majority of the members to address emergency matters. Meetings of the Board shall be subject to the Open Government Law of Guam. Five

(5)members shall constitute a quorum, and an affirmative vote of five

(5)members is required for any action to be valid.
