International Reciprocity Agreements: Eligibility and Procedures

(a)To exchange a foreign driver’s license for a Guam driver’s license, applicants must:

(1)Provide a valid and unexpired driver’s license issued by the foreign country;

(2)Provide proof of legal presence in Guam;

(3)Submit an application to the Department and pay applicable fees; and

(4)Meet any additional requirements as determined by the Department.

(b)The Department shall develop procedures for verifying the authenticity of foreign driver’s licenses and ensure compliance with security and identification standards, including those established under the REAL ID Act.

(c)The Department may waive written, vision, or skills testing only upon determining that the foreign licensing standards are substantially equivalent to those of Guam and compliant with the REAL ID Act.

(d)The Department may include terms in reciprocity agreements that allow for the return of the applicant’s foreign driver’s license upon expiration of the Guam license or upon the applicant’s departure from Guam. CH. 3 GENERAL PROVISIONS
